Amendment to the Renewable Energy Sources Act 2026 – What does this mean for (our) hydrogen projects?

A central topic this year is the amendment to the Renewable Energy Sources Act (EEG). This means that market orientation is moving more strongly into the focus of renewable energy policy. 


Our summary assessment of the impact of the 2026 amendment to the EEG specifically on the development of electrolysers:

  • Investment and financing situation: Higher funding volumes and targeted subsidies for electrolyzers and associated demonstration plants offer better financing leeway in R&D, prototyping and initial commercial plants. This means that greater planning security through clear legal and funding structures makes it easier to raise capital for the development, prototype construction and scaled production of PEM stacks. 
  • Site and supply chain security: A more market-oriented framework means that PEM electrolysis stacks need reliable offtake paths and competitive costs.
  • Promotion of innovation and production locally: EU approvals and the transition to market-oriented mechanisms provide incentives to realize relevant cost reductions through standardization, modular stack architectures and regionally integrated supply chains. Further incentives could also be created for durable materials, life cycle cost reduction and recycling.
  • Technological requirements: Our PEM stacks benefit in the long term from stable, scalable production processes and robust lifetime and reliability testing. 
  • Regulatory costs and compliance: The effort for documentation and audit can increase. More reporting obligations, higher environmental and safety standards also increase the administrative effort, which is time-consuming and costly. However, clearly defined standards improve safety and environmental performance. This reduces long-term operational risks, increases trust among investors, partners and funding bodies, and facilitates co-funding or cooperation.
  • Learning and scaling effect: The early implementation of reporting and compliance processes also creates a solid database, supports cost accounting, life cycle cost analyses and later scaling.
  • Possible risks: The delayed or restrictive implementation of eligibility criteria, sudden cuts or changes can jeopardize projects. Diversification of funding channels, risk management and scenario planning make sense.

 

Our focus this year is on making targeted investments in pilot lines and then setting up the first series production. These include:

  • Development and financing of projects and pilot lines.
  • Qualification of our suppliers, i.e.  Selection and auditing of suppliers for key components as well as their validation in terms of quality, delivery reliability and costs.
  • Implementation of robust quality management processes and preparation for relevant standards. 
  • The execution of pilot runs, validation of product stability over different load cases, temperature ranges and service life tests, followed by a gradual ramp-up to series production.
